David,
If you go to the DOJ website at
http://www.ada.gov
And search on Dollar Car Rental, you will find a decision by the Department.
Basically, it states that depriving a blind person the right to rent a
vehicle is in violation of Title III of the Americans with Disabilities Act.
Companies that rent vehicles must modify their policies, practices, and
procedures to allow individuals who cannot drive due to their disability the
right to rent a vehicle and waive the additional driver fee. If you have any
problems finding that decision, please write to me off-list at
President at NAGDU.ORG
Fraternally yours,
Marion Gwizdala, President
