Hello Chris,

    No it was not. I believe Ralph Sanders was First Vice-President when Dr. 
Jernigan stepped aside in 1977 making him an interim president. Dr. Jernigan 
was ready to return to the presidency in 1978 and was reelected that year. 
Much of this is covered in more detail in "Walking Alone and Marching 
Together." Give it a read to obtain accurate historical accounts of the 
federation's affairs through the years.

Chris you're off by a few years.  Dr.  Jernigan Stepped down in
1977 and was
reelected in 1978.  His 1977 Banquet Address" Blindness: To
Everything There
is a Season" makes this perfectly clear.  I was at the 1978
convention when
he was reelected to the presidency of the NFB.

Chris, while what you say is essentially true, it isn't quite
accurate.  Ralph Sanders, who passed away a few years ago, didn't
immediately join the Council in 1980, it was some time after that

and as to why, only he knows for sure, so it doesn't seem right
to
speculate over 25 years later.

I believe in the latest presidential release DR.  Maurer said it
was
presidential release 397 or something like that.  Doing the math
puts the first presidential release some where around 1978.
Of course that's when DR.  Jernigan was NFB president.
