I can't help much, but I did successfully set up a Google Voice account.
I set it up on my own a few years ago using JAWS and Windows. I remember it
being a confusing web site, it still is, but I was able to get through it.
It was too long ago for me to remember what hoops I had to jump through to
do it, and I pretty much have stopped using Windows and JAWS. Sorry, I
wasn't of more help.
