[Blindtlk] Election Question

I have an answer to the other part.  In Louisiana, a humann reader is not required to sign the  ballot.  This was the case prior to HAVA and afterwards also.  
PS.  We've never had any issues with our machines.  It is made abundantly clear that a blind voter can ask for either the machine or personal assistance.
