The best place to ask this question is your State Department of Motor 
Vehicles. and the Department of Commerce.

Some states may have passed their own provisions and I question their legal 
standing

Dear all,

You do not need a license to own a car, just to drive one.  I have owned 
many cars over my life time and this is solid.
You can own a car without being able to drive or having a driver's license>

Even the States, who regulate traffic laws and driver's license can not 
prevent you from owning a car if you want one, even if you do not have a 
driver's license.  Having a driver's license is not something that is 
required to own a piece of property such as a car.  Adriver's license is 
only required to drive and operate a car, not to own one.  Corparations, 
such as the rental car businesses are not people, but a corparations and can 
not poess a driver's license, only a business license that says they will 
own and operate rental cars and they can only rent them for use by someone 
who has a valid driver's license, but even this does not take away someones 
right to own property.
There was a Dollar Rental car settlement some years ago because they were 
refusing to rent a car to a blind man, even though he had a sighted, 
licensed driver who was going to drive it for him.  We won and Dollar Rental 
Cars lost.
Adriver's license only gives the hold the ability to operate a car.  It does 
not mean that they must own one.  The "pink slip" shows who owns a car, but 
does not limit who can drive it.
Someone here is miss informed and I dom't think it is me.
I own 3 right now and I have not had a driver's license since 1986  I just 
this week renewued the tags on two of the cars without having to show a 
driver's license.
