[Blindtlk] owning a vehicle

Okay, I got a response from the state DMV.  They say no driver's license 
is necessary for the purchase of a vehicle, only the operation of said 
vehicle.

I'm going to contact the sales person to get more info before I proceed 
with further investigation.
