OK I think my confusion here is who's name goes on the title?  The driver 
who has to have insurance, the person who purchases the vehicle or both?

Debbie doesn't need the driver's license, she is paying for the car, not 
driving it, I did that for my daughter a few years ago, she is the driver, 
she is the one who needs the license not Debbie.
