I think you have a dealership that doesn't want to sell a car. Go somewhere else. Now if they all think there is a law, then I'd do some investigation. My guess is that another dealership will be happy to sell you a car. I might then discuss it with the first dealership's owner, and let him know that unless his sales staff is made up of lawyers, they shouldn't be interpreting the law.

I'm in Nebraska.  However the issue isn't with state law.  The sales 
person claims that I needed a driver's license to comply with federal 
law.  My guess is that they are interpreting something incorrectly.
