Here is the formal e-mail we received when registering our Victor Stream:

We did start the process on the BARD website:
https://nlsbard.loc.gov/cgi-bin/nlsbardprod/index.cgi

Then we recieved this:
In order for HumanWare to enable your device to play the NLS books, we require 
your device’s serial number. If you do not have your device, you must wait until 
you obtain one to continue this process.
To authorize your device, please fill the following on-line web form: 
http://www.humanware.com/nls_authorization 
 
This form will require the following information: 
- Your first and last name, 
- Your email address as registered with NLS, 
- The type of device you want to authorized (a Victor Reader Stream, a Victor 
Reader Stratus or a BrailleNote Apex), 

- The last 6 digits of the device serial number, 
- This Email Message Reference Number which is: 15004 
 
To find your device serial number: 
On the Stream press the INFO (key 0). The serial number is announced at the end 
of the "About Victor Reader" message. The serial number is also printed in the 
battery compartment. A valid serial number is 12 digits long, in the format 
951303XXXXXX.
 
On the Stratus 12 M, press the INFO (key 0). The serial number is announced at 
the end of the "About Victor Reader" message. The serial number is also printed 
in the battery compartment. A valid serial number is 12 digits long, in the 
format 950400XXXXXX.
 
On the BrailleNote Apex, press Space with I (Read with I), then press Space bar 
twice. The serial number is also printed behind the battery. A valid serial 
number is 12 digits long, like 650320XXXXXX.
On the Web form, the first 6 digits of your device will be displayed when you 
select the device type. Enter only the last 6 digits of your serial number 
without any dashes.
 
Important: Please do not email us this information as our customer support can 
only respond to authorization requests submitted on the web form.
 
The device authorization will consist of an email sent from HumanWare with an 
attached file that will contain your device authorization key file. That email 
will contain instructions informing you how to process the key file on your 
device. You must provide us with an email address that is capable of receiving 
attached files. HumanWare will not be able to correct emails that are incorrect 
or cannot carry attached files.
Following the online form, HumanWare requires 2 working days to process your 
key. If you do not receive the key file within 3 working days, please forward 
this email to: support at humanware.com
 
For a second HumanWare device to authorize, please log into the BARD NLS 
website, find your account settings and add a new device. Only one HumanWare 
device can be authorized per Reference number.

Dear friends,

    I just purchased my Victor Reader Stream, and I absolutely love it!  All 
of your suggestions have paid off, and I made a great purchase.

    I have one question, and I hope you can help me.  I just received it 
yesterday, so I am still learning all of the ins-and-outs.  I'm getting the 
hang of it, but when I went and downloaded some Talking Books and loaded 
them onto my card, when I try to listen to them I get a message "You are not 
authorized to read this book".  How do I get my Victor Reader Stream to 
recognize that I am in fact authorized for Talking Books?  I listen to them 
all the time on the player that the state supplied, but I now want them to 
play on my Victor Reader Stream.

Hello...

    Thank you...  I knew that the correct answer would come from this list! 
*smile*

    How do I register my machine?  Do I supply them with the serial number 
via E-mail through the NLS web site?  Or is this something that is best done 
over the phone?  And as long as I am peppering you with questions, do you 
know of anything else that I should be aware of with my new stream, that 
like with the Talking Books, I am uneducated?

Did you try reaching Dan Hicks or Dwight Sayer, they would know that 
information. I have the list of all the Chapter Presidents of FL, since I am 
doing there state convention in 2014
I do not see a Clearwater Chapter.
