[Blindtlk] Script Talk explanation

I don't really understand how Script Talk works.  It sounds like Envision 
mails out filled scripts to individuals with the special labeling, instead 
of a local pharmacy offering this service.  Please explain more about how 
this all really works.  I do understand that the bottles will "talk" telling 
the drug dosing directions and more information with a  special wand.  I 
don't see why my local Walgreens couldn't do this rather than  have a script 
go to one place through the mail.
