[Blindtlk] Tuition/Fee Exemption

Hello,
I am really needing some help here. I was recently accepted into Graduate
School. I have to have a Degree Audit and Certification plan done by the
Graduate College and the Department. There is a $75 fee for this. I was
reading the following link and about how blind individuals are exempt from
paying Tuition and Fees to any Public State University in the State of TX.
 Can anyone tell me if the $75 fee for the Certification Plan is included
in the exemption or if I have to pay it? Here is the link that I found with
