On public computers there is usually a policy that says how often the 
computer has to be re-imaged. For example as a systems administrator of a 
school I would make the policy say that the computers must be re-imaged 
every semester. The problem with this approach is that they have one image 
that they use for all computers. This causes problems because the 
accessibility software is not integrated into the image, and therefor will 
not be installed. What I would do as a systems administrator is build a 
custom image that goes onto the accessible computers at the library, and go 
from there.
