I want to say that I've seen a blind high school marching band performing at 
major halftime events.  I saw them on Youtube, so you might find out who 
they are by doing a search.  That may be a round about way of getting the 
info you need, but hope it helps.

Does anyone have some good suggestions on how to implement a good plan for a 
student who is blind in marching band?  I have received some recommendations 
from others, but would like to implement a good plan which is more discreet. 
The student plays an instrument which requires both hands.
