Hi,
I am using open book 9.0 as well, on a windows eight 64-bit machine. It is a Dell laptop. It works well for me, so I am not sure why it wouldn't work on a Windows 7 laptop.

If you can open up the application, make sure you have the latest update to it as I found that the original v9 without the updates was acting a little unstable when I updated to JAWS 16. Otherwise, if you can say more about the problem I may be able to help more.
