Your comment got me thinking that maybe you are right, that the 
screen size
doesn't show the full content.  So I one finger swiped up along 
the right
side of the screen to maybe bring more of the content into view 
and it
worked.  There the install button is at the bottom.  But I think 
I'll hold
off after what Steve said until more people comment on their 
experience.  I
am using the 4S also.

I can't find the button, either.  I'm using an iPhone 4S, and am 
wondering if
its screen is too small for the upgrade app.  I believe the 4S is 
eligible
for the upgrade, and my phone says that the upgrade has already 
been
downloaded.  It just doesn't show the button where you do an 
upgrade.

Can anyone tell me where the install button is on the IOS 9 
software
upgrade?  On the most recent upgrades, a finger swipe wouldn’t 
get me there
but I found it by exploring the screen, but nothing clues me in 
on this one.
Is it below the Read More button?
