It is really a personal preference thing. Not everyone uses 
voiceover, so the rotor is only a partial out.  In the distant past, 
they tended to be popular because most sites used less heading type 
structures.  Since headings have gotten more popular, I think skip 
links are less widely used.  However, as I recall, the WCAG standards 
still call for them, so .....
