Jude,

While you are right in general, Apple does automatically download and then
notify one that an update is downloaded and ready to install.  You still
have to initiate the installation, though.  However, these notices are
spread out greatly in time among IOS users, probably to spread out the load
on their servers.  In the past, I have heard there was an update and not
received the notice on my iPhone I described above for a couple of weeks.
Of course, if I don't want to wait for the notice, I can do exactly what you
describe.

An operating system software update on an iphone does not happen.  You 
have to double tap settings then double tap general then double tap 
software update and if there is a software version for you to update 
then you have to tap download and install.  That's one of those Apple 
security features.  Even after tapping download and install, you have to 
enter your pass code to actually start the download and install process.
