It depends on what money is available in a given year and which clients
have highest priority.  Usually those with no certification or degree
beyond High School get the highest priority for available funds and those
with one certification and/or degree get a lower priority.  If money has
been used up and/or a high client spending percentage isn't a high
priority this can happen very easily.
