Hi James,
While these both look cheap, I'd pass both of them up. The iPhone 4S came out in 2011, stopped getting operating system updates 3 years ago and doesn't even support 4G. Most apps of any use will require a higher spec iPhone to run.
I'm not familiar with the Android phone you reference, though you'll run into similar problems - the latest operating system on that side is Android 9.
You should be able to get a decent Android phone for around double the price of the one you've been offered. iPhones will be a bit more expensive, but I'd see if you can get a cheap 6S or 7 if you're not looking for the latest and greatest but something which will work for a while. Apple have to date updated the operating systems on their phones for 5 years, so if they stick to form, you'd get updates on a 6S until September 2020 and to 2021 on the 7.
