You should be able to activate TalkBack without sighted assistance out of
the box.  This has been true since Android 5.0.  Once phone is powered on,
place two fingers on the screen slightly apart and wait for the tone and for
Talkback to start speaking, and keep holding until accessibility is turned
on.

Then straightway, go into accessibility and make sure speak passwords is
checked, and make sure Talkback is turned on in Direct Access.

That way you can suspend and resume Talkback at will from then on.

Each phone is slightly different on where to find these settings, but most
are under accessibility settings.

Sometimes, I have seen phones where talkback is at the bottom of the list
and listed as a service.

The Moto G7 got released February of 2019 and has talkback on it for
speech.  It costs about $300 in united states.
If you get the seller to touch apps then setup then accessibility then
talkback then slide talkback switch to on then hit ok, you'll have a
talking phone.
