Hello,
This may be what you're needing.
You could contact this organisation. They supply a desktop computer, loaded
with accessible software and the NVidia screen-reader, to blind people who
request them.
Last time I checked, they required the blind person to pay $110 towards the
costs. I don't know if that amount has increased.
I've heard that people are happy with the computers, or laptops, which they
received from these folks.

There are places that do custom computer work. You’re in Wisconsin there is
a Milwaukee area based company called Inet that will discuss with you what
you need and help in any other way. I think they do have the ability to do a
low monthly payments so you’re not doing it at one time. I’ve never used
them but they get great reviews here in Wisconsin from the Blind community.
My husband was just talking about contacting them when his computer bites
the dust to get a new one.
I don’t know if they send things out of state, but if anyone wants the
contact information I’ll talk to my husband tonight and put it out on the
list. There’s got to be comparable places nationwide.
