The biggest problem I've found with 13.1.2 on my SE; is navigating within my inbox in the Mail app.
After opening up an email and going back to the inbox; you never know where it will be focused at. Same thing for when you're in the inbox and you delete an email from there. It was really bad when I first downloaded and installed 13.0, then same for 13.1 and also for 13.1.2. But perhaps it's getting a little better with time; kind of like its settling in? But it's still annoying as a, fill in your own blank.
Also within the Mail app; you can no longer be way down in the inbox; and use a two finger slide up; to be at the top of the inbox, as it now takes you all the way to the top;to the back button; to go back to the list of mail boxes. I find this a PITA too. I know there's work arounds, solutions to a new IOS, but I hate when they change everything up.
I've noticed several other little freaky skitterish things with the IOS 13 and feel like Apple let me down; just my 1.3 cents worth.

The update I put on my phone is 13.1.2. That was over the weekend. I haven't played with it so I don't know what will work.

I had heard there were two versions, and the final one that supposedly fix the bugs in the first version came out the end of September so that one should be ok to download. I haven't done it yet though either as I am still a little reluctant even though I was told by an instructor it was ok.

well if you want my Two and a half cent worth; I say do not download and install it yet. I have an older SE and I wish I never downloaded iOS 13.1.2. I should’ve stuck with iOS 12 until more of the bugs get straightened out. Just my opinion though.
