Yes, the SE phone can be updated to iOS 13.  I did mine.  Have not looked into all the changes for voice over.  Not interested in using voice control.  I am fortunate to be able to swipe and tap what I need.  Although mine hasn't prompted me to update further with the bug fixes.  Enjoy!

I also have an SE; and I get this annoying pop up whenever I have my external battery plugged into my IPhone; charging up my IPhone's battery.
BTW: this didn't just start happening with IOS13, and I first noticed towards the end of the IOS 12 series.

I’m sure the subject caught your eye. Every once in a while when I’m using my iPhone and it is an a later model (iPhone sex ass eat plus), I get this notice. I tap OK and it goes away and that’s that. However it’s really annoying, about as annoying as when you keep getting requests to pick a Wi-Fi network when you’re out in public.
