I never saw them bound at the top.  The ones I saw always, if you wanted the 
binding at the top, you turned them sideways.  Then, your page would be 
wider, so you would need a wider slate, or you would have extra unused 
space.  Pam.

Yes, and at work I used the spiral  notebooks bound at the top when I needed
hard-copy braille notes.

I remember doing that in college, since it was faster due to the thin paper.
It was also more available than braille paper. I still use legal pads for
quick notes.
