I should say at the outset that I'm not a guide dog owner and I honestly have very little interest in becoming one. That being said it seems to me that a guide dog affiliate that wants to at least try and make some positive change happen in this area needs to at least attempt the following strategies.
1. Launch a campaign to encourage members of the affiliate to boycott guide dog schools which don't allow for ownership of the dog following graduation. Inform the affected schools that you are launching such a campaign until their policy has changed. Information regarding this boycott should extend beyond just the members of the affiliate and should be announced on a variety of social media channels.
2. Attempt to locate funding sources for these schools and for Southeastern Guide Dogs in particular letting them know that such a campaign has been launched. In the case of Southeastern I would supply the available documentation chronicling Southeastern's behavior toward some of its former graduates to key stakeholders of these funding sources.
3. I would contact mainstream media outlets providing them with similar documentation and requesting that an investigation be launched.
 If a guide dog school sees a significant decrease in both students as well as with funding they will either be forced to close their business or update their policies. It seems to me that either outcome is preferable to having former graduates being intimidated by unannounced visits and having their beloved dogs stolen from them.

	Or let us create a new guide dog program that truly is consumer driven, incorporates structured-discovery training into its program, and respects the dignity and capabilities of the blind.

	Don't tell me it's too expensive! The NFB demonstrated it can raise massive amounts of funds to build facilities like the Jernigan Institute. Creating an NFB-run guide dog program is not beyond the capabilities of this organization. And while I'm at it it's also another reason for members and others to find ways to increase their income to increase the financial support of the NFB and it's initiatives and possible new programs and initiatives such as our own guide dog program. And once you find the means to increase your personal income never, never, quit! The fact that the income your producing through such a venture will mean that eventually those wanting guide dogs will have another training program they can turn to to secure such dogs and that they will not need to fear having their dogs taken from them without due process. These shools should leave matters of animal cruelty to local humane societies. Combating animal cruelty is their business. The Seeing Eye does just that. They have never taken a dog from a blind owner without just cause. These other schools and future guide dog schools should follow their lead and not hold their teams to higher standards. Now let's rise to the challenge!
