The NFB Independence Market sells the MicroSpeak Plus recorder, which can be connected to a computer via USB to transfer files.

There are a lot of recorders that can communicate over USB. I think that AT Guys has something.
I have spent some more money and use Olympus recorders. They offer a lot of flexibility, and some of the functions are spoken.
