[BlindTlk] Free Matter Mail Sending/Receipt Problems?

Hi Jen,
Unfortunately, "Free Matter for the Blind" is sometimes treated with low
priority by USPS. Personal at my local Post Office are kind of open about
saying so.
However, this isn't always the case. I often receive paper and other
consumables in less than a week through Free Matter shipping.
It shouldn't have to be this way, but with respect to lessons for the
proofreading course, the materials (including a padded envelope) are often
less than 4 ounces total and you can ship them off first-class for a little
over a dollar.
