Free Matter is with USPS, not UPS. USPS is the US Postal Service that honors Free Matter materials. I have not heard that United Parcel Service has joined the ranks. If so, that is great news.

Here's the funny thing. My braille application letter, which was about four pages, got to the NFB in about a week, no problem. With the official "free matter sticker I got from the Independence Market on it, too. I read the resolution of this past convention which discussed UPS problems, and now I literally see what they mean.

less than 4 ounces total and you can ship them off first-class for a little
