Well, I haven't had any chemical burns yet in the years I have used it. You will get chemical burns if you leave it on the skin.
I have only had to touch it with the fingertips to make sure it is or is not draining, then rinse. submersing your hand could be a different story. But all the instructions tell you to rinse thoroughly if you should spill it on yourself or get it in your eyes.
Same goes for liquid Plumber.
Our toddler got a substance like that on her hands and touched her eyes, but we rinsed out thoroughly, then took her to the ER to check, and she was fine.
Fingertip touching should be of no consequence.

Apologies, but I would recommend against putting Drano on bare skin. Drano is very caustic and will leave chemical burns.
