AFB announces the introduction of the Websites and Software Applications
Accessibility Act










This week, the Websites and Software Applications Accessibility Act (S.
4998, H.R. 9021) was introduced in both houses of Congress by Senator
Duckworth of Illinois and Representative Sarbanes of Maryland!  AFB's Public
Policy and Research Institute has been working with the National Federation
of the Blind, the American Council of the Blind, and the National Disability
Rights Network on the bill's introduction.

Take Action on how you can contact your members of Congress.

This bill addresses one of the biggest barriers investigated in AFB's
research - covering the COVID-19 pandemic, workplace technology, and
education - by requiring that employers, state and local governments, and
private businesses make their websites and applications accessible.  In each
of AFB's six studies conducted since 2020, digital inclusion, or the lack
thereof, has been a recurrent theme, with blind and low vision people
experiencing frustration, wasted time and money, and exclusion from
programs, activities, and services.

This legislation would affirm that the Americans with Disabilities Act
applies to websites and applications, but it also stands alone.  It would
require the Department of Justice and the Equal Employment Opportunity
Commission to establish a clear and enforceable uniform national framework
for website and software application accessibility and ensure that
accessibility standards keep pace with new and emerging technologies.
Importantly, it would hold third-party technology developers accountable for
providing accessible websites and applications to other businesses.
