Hello Sheri. If you are using a Roku, it should have accessibility built in so that you can access its menus. Unfortunately, this will not provide spoken feedback in movies, like reading captions or reading what people say in other languages. Like when the Klingons speak in Star Trek, for example.
I'm not sure if this answers your questions, and I am happy to help wherever I can in case this was not your question.

Forgive me if my ignorance is showing, but I have a television technology question… 

We have decided to ditch the cable and use a Roku with YouTube service.  Is there a system that has Voice access to what’s displayed on the screen. If so, would I need a smart TV?
