All babies rock themselves.  It is a comfort thing, but they stop because 
they can look around and see that others are not rocking themselves.  blind 
children cannot see that we adults are not rocking.  They need someone to 
gently point it out to them.  This will be one of many things you need to 
teach him.  The thing to do is let him get used to you.  He has to learn to 
trust you and you learn to trust him.  Before you know it, all the puzzle 
pieces will fall into place.  Remember to take one step at a time.
Pick one of his delays and work with just that. When you feel that yu are 
making headway with it, add in another behavior.
If it were me, I would work on his sleeping patterns first.  Then i would 
move onto the diapers. Then the rocking.
Lots of kids start Kindergarten when they are 5 and other when they are six. 
Don't worry about that just yet, some kids never go to kindergarten.
