I can tell you that there is a Child Of Promise list of children up for 
adoption.  I've seen it for Southeast Asia.  I don't know if more countries 
are included.  China was the only one that didn't list blind children.  The 
person who went with another couple to help them through the maze of 
adopting said she figured they probably thought no one would want a blind 
child.
