They have since put restrictions on who can adopt and handicapped persons 
cannot adopt now.  They put this restriction on in 2006.
Too many inferior folks must have wanted their throwaways.
It's very sad that people must put such high criteria for adopting.  I've a 
friend who was one of the last blind persons to adopt from China who tried 
to go through the state.  If we think other countries think blind people 
don't make good parents, we shouldn't get holier than thou.  America is just 
as bad.  They seem to think the only children we can have are the ones that 
no one else wants.  And, from what I hear, America is just as bad at not 
telling the whole truth about the child they give you.
