Also Jennifer, your kids were a bit older. If Amber is nursing or
changing a diaper, and Shawn doesn't have the language skills or the
ability to follow directions, there's not much she can do if/when he
decides to escape. 
This isn't so much a blindness thing but more a question of mechanics
and temperament. At least this is how I see it. At 17 months, my
daughter literally didn't seem to understand the words she was hearing
and what we were asking her to do. At two and a half, she does, but only
if she isn't tired.

Really depends on your kid. Mine would be out of that real fast at
really bad times. 
Pulling it isn't the problem, it's more the temperament of the kids
riding. 
My kid would shriek "I get out" and then literally bolt into oncoming
traffic. 
If yours didn't, great.

it is what I used for my 2.  Dustin used it as well and had no problem
pulling the stroller instead of pushing it.  My 2 are 22 months apart
and my daughter who does not listen well at all due to Oppistional
defientcy disorder would let me know when she wanted to get up and look
at something.
