Hi,

The stroller that is being talked about here is one where the older child 
would be right under you're hands when you're pulling the stroller, so you 
would know if they moved unless you were a very unobservant person.  Your 
idea of having one child on your chest and one on your back may work but I 
don't think it would be a safe thing to do.  If either child needed help how 
would you get to them and help them without putting the other child in an 
unsafe situation.  There are usually lots of straps on those carriers and it 
would be very combersome to put both cariers on and both kids in them.  If 
you had slings it might work better though.
