And, even if one loves their partner more then their children, adults
can protect themselves, children cannot. 
The trend seems to be all warm and fuzzy toward mental illness and some
of that is probably very much needed. 
That being said, two words for a very mentally ill mom if we need an
example of one are "Andrea Yates".

Yes.

It falls under an unsafe environment.  If a parent is a danger to a
child, and the other parent does nothing, they are allowing the child to
stay in a dangerous situation.

I see nothing wrong with this policy since I love my children more then
my partner.
