Not us. This may only be reserved for babies that are not your standard
newborn. With us, they told us we had to have a carseat, but offered no
instruction and did not verify that we did indeed have a carseat.
Present in the car with us upon discharge.

I also recall that when Gab was born, before we could take her home, the
nurse had to come out to our car and see that we indeed knew how to put
the
baby in the carseat and that the carseat was secure. v

Yes it is legal.  If you are concerned, you can have the fire department
go 
through installation with you so you know you are installing it
correctly.
If you buy a car seat brand new I don't think you're going to get a
recalled

seat.  Babies R Us pulls products off the shelf even if a recall is
pending.

They won't sell a recalled product.  There was a big recall on car seats

when I was shopping for my youngest and the lady who helped me look at 
products told me that it is their store's guarantee.
