Hi Scott.  It helped me to focus on one leg at a time.  Get the first leg 
all the way through before you even worry about the other one.  Also, you 
might try the romper kind of outfits that are whole body suits for a while, 
instead of the pants.  A lot of them have snaps along the legs for easier 
diaper changing.
