I think this is a matter of priorities and risk. Tammy raises a good
point in that your baby wouldn't I don't think be very well protected on
a bus if the bus were to crash. That being said, I can understand why
someone wouldn't bring a carseat with them if they won't be riding ina
private vehicle.

That is true!  It is law that if you're traveling in a commercial
vehicle 
like a city bus or cab  you don't have to have a carseat.  But if you
are in 
a car which most paratransit and similar vehicles are classed as,  you
have 
to have a car seat.  Just a thought, if your baby was on your lap in a
bus 
or cab, or even strapped to you, how would that baby be protected if the
bus 
got in to an accident?
