Hello Barbara,
Do multiple drops come out with each squeeze of the bulb?  If not, then you
could squeeze the bulb 9 times and get the correct amount.  You could have
your husband watch a few times to make sure this method is working.  Perhaps
another option would be for your husband to pre measure a few doses and put
them in small containers.  Then you could add the water and suck it all up
with the syringe.  Lastly, perhaps your husband could measure the 9 drops,
then suck them up with the syringe by themselves.  He could then put a mark
on the plunger of the syringe so you would know the correct measurement.
Then you could measure the drops by squeezing the bulb 9 times, sucking up
the proper amount in the syringe.  Then you would have to empty it into
another cup, add the water, and suck it back up.  This would be a bit
complicated, but it would ensure you have the correct amount of meds.

The problem is getting the drops.  We mix it with water as the carrier and 
to water it down.  We have syringes that I can measure Tylenol or 
antibiotics but nine drops is such a small amount.  My husband gets it out 
with the squeeze bulb and then puts it in a cup, counting the drops that 
come out.  He then adds a tiny bit of water and slurps it up with the 
syringe.
