Target and Wal-Mart make these training paints that have a plastic outside
and cloth inside. They are sold in packs of 3. Just saw them about 3 weeks
ago.

Walmart sells cotton training pants. They even sell the plastic pants to
wear over them so they don't soak through to the clothes if the child has an
accident.
