The stats are meaningless unless you have something to compare them to. 
What about white families, or families of other races, or families with
parents of other disabilities.
What percentage is just from someone concerned for the child just
because
the blind parent didn't walk straight across the street, or other
trivial
things?

That sure is a scary statistic. Hopefully the Parenting Without Sight
booklet helps educate CPS  workers.
