Well this was a Christian school and the counselor that was employed had not
finished with her degree program... she was really naive and unprofessional
in my opinion.  In fact she contacted DHR without first consulting the
principal or the head master.

Wow usually if there are no marks school councilors don't turn parents in

Yes, we had a visit because my son told a school counseler that his step dad
spanked him.  The counseler from school referred us.  My son was just trying
to get the attention of his biological dad, because the incident took place
6 months before he mentioned it.  He never had bruising, broken bones, or
came to school dirty or unprepared. He also neglected to tell the counseler
that he had took my JAWS software disc and decided to play frisby with it in
the back yard, or that he had been taking things from his step dad's closet
with out asking.  Kids can be just as much to blame for the visits as stereo
types or misjudgements by social service agencies.

The stats are meaningless unless you have something to compare them to. 
What about white families, or families of other races, or families with
parents of other disabilities.
What percentage is just from someone concerned for the child just because
the blind parent didn't walk straight across the street, or other trivial
things?

That sure is a scary statistic. Hopefully the Parenting Without Sight
booklet helps educate CPS  workers.
