I have had a lot of party success with paper taped to the floor and markers.
I gave the kids the markers and let them go at it with their feet. No hands
allowed.

I don't know if you want to stay away from Christmas type crafts since it is

a birthday party, but we made a very simple and not very time consuming 
candy cane. We made them last year as well when Savannah was barely 2. It 
would take adult supervision witht he younger kids, but Savannah was able to

do it just fine.
You would need pipe cleaners cut in half.
I believe they are called pony beads. You can get traditional red and white,

or let the kids make different colored candy canes.
All you do is put the first bead on the pipe cleaner and wrap the tip of the

pipe clean around the bead and twist so it is secured on. Then the kids 
string beads onto pipe cleaner until almost full. You then wrap the pipe 
cleaner around the last bead and twist to secure that end. Then simple bend 
finished product into a candy cane shape and you have a quick simple 
ornament for the tree.
I love these because it means that the dog and savannah  aren't trying to 
tear down the tree to eat the real candy canes.
If you are wanting things not holiday related, i'm sorry for my super long 
email. I'll keep thinking of simple things that won't cause your hair to 
turn gray. lol
You can always set up a coloring station for the kids as a time passer. I 
don't know a kid who doesn't like to color.
