Hi,
Yeah, some states are pretty difficult to work with. We've actually check and re-checked babysitting and daycare requirements with our agency's manual and our caseworker multiple times. LOL! We're greatful she's a patient woman! :-)
We feel that you can't check requirements too many times, because you want to be careful that you know the laws inside and out.
I really hope all works out for your brother and this other couple. These children need loving foster parents, and I'm greatful they've stepped up to the plate!

Just check carefully, because here in Colorado, the couple from church
couldn't even leave their foster child with a grandparent for an hour to go
to the store. The grandparents ended up going through the approval process
just so they could take their grandson-to-be out for the day once in a
while.
