Hi,

All the research I've done agrees with this.  For a totally blind student the board would provide basically the same information as a blackboard would, plus the braille embossed immage from a tiger braille embosser, which would be relatively useless since the benefit of the board allows for quick changes which wouldn't be seen on a braille diagram.  For a partially sighted student however, the board would be invaluable as the colours, and letters etc can be changed and enlarged to fit the student's needs.

After sitting and observing the demonstration of the smart board I would
tell you this technology is way more advanced than a black board and
therefore will give the totally blind a huge disadvantage. The information
can be changed quickly and very visually. At least with the chalk board you
could ask teachers to read allowed their information as they were putting
the materials up on the chalk board. The info on the smart board can be
highlighted, colored changed for other visual feedback, clickers can be used
to gather information. The letter can be moved around to assist children
with spelling with again highlighted colors. The materials can quickly keep
changing with various aspects moving quickly.
