I'd just buckle the seat in via the belt. You can do this, and a base is just one more thing you'd need to carry with you. 
As for measuring formula, are you wanting to know how to measure the number of ounces or the scoops? I ask because I used the powdered kind and the ratio of powder to water was what mattered, not so much the ounces. You also need to make sure that the powder and water are mixed uniformly. My solution was to mix it in a blender. I took the same size container and mimixed. I think the ratio was one part powder to two parts water. The size of the device doesn't matter, it's the ratio that does. Then I'd blend it all in the blender like you'd do with a milk shake. 
Babies won't overeat, nor will they let themselves starve. You'll know by their behavior and diaper output if they are getting what they need. 
If it's easier for you, just fill the four ounce bottles. Then when he's ready for the sixounce jobs, he'll let you know. 
If you get any push back from the doctor or grandma or whoever remind them that moms that nurse don't get ametric on number of ounces consumed either. 

If you still want a metric (I did for quite some time, though I now realize it was wasted energy) try using the Playtex bottles. There are notches in them. I found these bottles to be more of a pain, but you may disagree.

Hello Listers:
I am so glad to come across this site!
I am a first time mother of a seven week old boy and am adjusting pretty well to motherhood.
When I return to work in a few weeks, I will be traveling by taxi cab and wanted to know if I should buy an additional base for the car seat. I already have one that is in my mother's car since she does most of the driving for me.

I also had questions about measuring formula. My baby takes 4 ounces, and all of the bottles that I have are either 4 ounces of 9 ounces. He will be graduating to five ounces and I wanted to know how to measure out five ounces.
