I also have a graco and it said on the box that it can be used with or
without the base.

Some car seats do require that you use a base for buckling them in. 
However, there are some that come with places on the seat itself to buckle 
the seat belt through.  These seats don't require a base.  The seat still 
buckles in just fine without it, and I always check it to be sure it doesn't

move more than an inch back and forth or side to side.  The base included 
with these seats are there to make it more convenient to place the seat in 
the car, because you can just snap it in and go.  So you will want to do 
your research before purchasing infant seats.  I wrote to Graco when I 
bought a seat for my youngest, and they wrote me back saying that the 
SafeSeat could be safely buckled in without the base and had been tested 
without it.
