I would bring out the carrier again and use the rain cover on that or if it
doesn't have a rain cover then get a good rain jacket with hood for baby.
If your stroller has a good rain cover then that works as well and you can
line the bottom basket area of the stroller with some plastic garbage bags
to help keep moister from coming up and getting baby's seat wet.  As of for
you, I absolutely love my Seattle Sombrero which is a wonderful water-proof
hat that is comfortable, stylish and great for keeping your head dry.  Water
proof coats and jackets as well as rain pants and water-proof shoes are
excellent for keeping the rain out.  I lived in OR for 6 years so one gets
really good at keeping dry coming from there.  If you're wearing rain pants
tuck them into your shoes so water doesn't get into your socks and shoes if
you should trapes through a puddle.  They also have thin water-proof gloves
should you want those as well.  They make rubber guards for shoes if you
want something to throw over existing shoes and a lot of them have good
tread to help with not slipping over those pesky mettle man whole covers.
They also sell these thin anti-slip chain like devices that can go over your
shoes to help out with the same thing.

Hi, I where a rain coat, and either where a rain hood, or deal with a wet
head but the rest of me is dry. I tend to where the kids not use strollers
so can't help with that.
